PROTOCOL FOR COVID-19 POSITIVE RESIDENTS

The following procedure is to be followed when a resident has tested positive for COVID-19 or is awaiting test results:

  • Residents are to report their positive status / that they have been tested and are awaiting the results to the management office.
  • If the resident is aware of anyone in the building (on-site staff, another resident) with whom they had direct contact prior to testing positive / suspecting they may be positive, they need to advise management who that person/s was, and that person will be contacted by management. Note that it is the task of the Dept. of Health to manage all contact tracing once a person receives a positive test result.
  • The affected resident is to remain in self-quarantine for the stipulated 14 days and until they are feeling better. They are not to utilise the Common Property areas or leave their unit unless they need to be hospitalized.
  •  Affected residents will be encouraged to plan for the online delivery of fresh food, groceries and medicine.
  • Management will inform security that these items must be placed outside their front door. Concierge will call the resident via the intercom system when the deliveries arrive, and security will deliver any parcels / deliveries to the front door. They will knock to announce the items being placed outside the door and then they will leave; the resident may retrieve the deliveries from the corridor.
  • Wet waste / refuse is to be placed in a sealed, non-drip bag outside the unit on a Monday to Friday at 10:00 for collection by the cleaning staff. The cleaning staff use gloves, face masks and sanitiser.
  • These refuse bags will not be sorted on site and will be placed directly in the marked bin in the refuse room.
  • Identities of any affected residents will be protected to avoid stigmatising.
  • Queries may be directed to our office in writing.

 

SITE OFFICE

The site office is fully operational during the Disaster Management Act National Lock Down. In accordance with the Regulations.

A member of staff will be on site Monday to Friday excluding Public Holidays, between 08:00 and 16:30. If owners / residents wish to meet with a member of the Estate Management Team, kindly schedule an appointment to do so. Social distancing requirements will apply.

 

ECLIPTIC ESTATE MANAGEMENT COMMUNICATION PROTOCOL
1. If owners / residents wish to meet with a member of the Estate Management Team, kindly schedule an appointment to do so at least 48 hours in advance.
2. Routine queries are accepted telephonically, via SMS and WhatsApp or via email; email is preferred as it generates a paper trail.
3. The estate name and section number (called unit for ease of use) must be listed in the subject line when communicating via email and inserted as text in the SMS or WhatsApp.
4. Embassy Towers is abbreviated to EMB for ease of use.
5. Availability of managers after hours is for legitimate emergency situations only, notification of which is only accepted via SMS or WhatsApp.
6. The after-hours emergency number is 071 610 1288.
7. If the emergency occurs late at night or is of a grave nature, it is permissible for the on-site security personnel and Trustees to call the emergency Estate Management number.

 

INCIDENT REPORTING PROCEDURE 
1. The STSM Act and CSOS require documented evidence of transgressions and Disturbance of the Peace (DOP) matters, should these be escalated to the office of the Ombud.
2. Contact security via the security site cell phone on 079 387 7631.
3. Under no circumstances may the security officers be abused whilst carrying out their duties.
4. All complainants remain anonymous to the transgressor but must be disclosed to security and management; these details are not made known to the transgressor.
5. The security officers will contact the unit in question to ask the occupants to cease their disturbance / activity.
6. f the disturbance persists, residents (the complainants) must contact the security cell phone number again.
7. The security officers will then activate the panic button (residents are only asked once to comply) and the armed response will be called to the estate to address the situation.
8. All reasonable people should cease their disturbance-activity once contacted, and it is therefore assumed that if this doesn’t occur, the resident (or the situation) is unreasonable, and that intervention by the reactionary team is necessary.
9. The resident who reported the incident is requested to send the Estate Management Team an email to ensure that the incident is documented so that the appropriate action can be taken in line with the Conduct Rules.
10. Please bear in mind though that according to the Sectional Titles Act Section 44 (1)(d)(e) residents have rights and duties within a scheme but residents are also expected to have a reasonable ability to withstand adverse conditions – one cannot complain if the slightest noise is heard as that is unreasonable in proximity living.
